Le Vermont rend publique sa stratégie pour les célébrations du Quadricentenaire en 2009

2009 marquera le 400e anniversaire de la découverte du lac Bitawbagok par Samuel de Champlain, qui en fit ensuite son lac éponyme. La Commission du Quadricentenaire chargée d'organiser la commémoration de l'événement pour l'État du Vermont vient de publier les objectifs qu'elle s'est fixés d'ici là ainsi que les grandes lignes du plan d'actions qu'elle s'est donnée pour les atteindre.

The north and south canal connections to French-speaking Quebec and New York City have enlightened and enriched the people of the Champlain Valley. The people of the region have traditionally maintained close-knit communities, while interacting with the outside world. The Quadricentennial will place an international spotlight on the lake and its history and culture. The Quadricentennial will bolster ongoing efforts to make the Champlain Valley:

• An internationally known destination for visitors interested in a unique regional history, a vibrant culture, a host of recreational opportunities, and spectacular scenery.
• A place where citizens care for the health of the lake and value the region's cultural and natural heritage.
• A magnet for entrepreneurs and business people.
• Reach the 2009 goals for phosphorus reduction set by Gov. Jim Douglas in the Clean and Clear Action Plan, which is based upon the Lake Champlain Phosphorus Total Maximum Daily Load (TMDL) agreement between Vermont and New York and approved by the U.S.E.P.A. in 2002.
• Home to a variety of educational programs for the young and old.
• A unifying focal point for the people of Vermont, New York, and Quebec.
• A place with a network of interconnected natural and cultural attractions across political boundaries.
• A place of peace.
• A model for future commemorations.

Un programme impressionnant et inspirant : l'organisation d'événements commémoratifs, la création d'objets commémoratifs, la construction d'infrastructures commémoratives; la publication de matériel informatif et éducatif pour tous et pour les jeunes en particulier; des activités préparatoires de financement et de sensibilisation de la population à l'importance de l'événement pour resserrer les liens, renforcer l'attachement à la région et attirer des visiteurs de partout.

Dans l'État de New York, c'est l'organisme Lakes to Locks Passage qui est chargée de préparer l'événement.

Au Québec, c'est la Conférence régionale des Élus de Montérégie Est (CREME) qui en a le mandat. En juin 2006, la CREME publiait le Plan d'action préliminaire des Fêtes du 400e en 2009 (pdf).

À la lecture de ce document (qu'on peut télécharger ici), on se demande si la baie Missisquoi et la MRC Brome-Missisquoi n'en sont pas exclus. Il n'y a aucun élu des municipalités riveraines de la baie et de son bassin versant au sein du Comité organisateur qui compte pourtant 40 membres...
